41569 - Project Management: Contracts and Procurement
Course Overview
This program covers how to identify contract components, how to classify contracts, and how to determine when a contract is legally enforceable. In addition, students will learn important terms used in reading, interpreting, and negotiating contracts. This program also teaches the questions a project manager should ask during procurement, the skills used to conduct procurement successfully, and the ways to use the scope statement to benefit procurement planning. In addition, this course covers how to solicit and select contractors or vendors, how to use a bid, a proposal, a request for a proposal, and a request for information, and how to evaluate proposals. Finally, this program addresses the methods used to administer and close out a contract, how to develop a system for handling contractual changes, and how to determine when a contract should be terminated.

Unit 1: Understanding Contracts 0.5 - 1 hour
• Identify components of contracts and procurement.

• Identify the purpose of a purchase order.
• Simulation Overview: In this simulation, you will meet with Anna Strzelecki, Project Manager at Icon International. There have been problems in the past with contracts, and Anna has arranged this meeting to ensure that all project managers have a good understanding of types and conditions of contracts.
Unit 2: Planning Procurement 0.5 - 1 hour
• Identify skills helpful to the procurement process.
• Identify questions you should ask during procurement planning.
• Identify the primary objective of procurement planning.
• Identify the factors affecting procurement planning.
• Identify specification types used during procurement planning.
• Identify the purpose of a make or buy analysis.
• Identify the results of procurement planning.
• Simulation Overview: In this simulation, you will meet with Gopal Veena, Procurement Specialist at Icon International. Gopal will ask you questions about different aspects of procurement planning.
Unit 3: Planning, Soliciting, and Selecting 0.5 - 1 hour
• Identify documents needed for soliciting planning.
• Identify documents involved in solicitation.
• Identify the purpose of a bidder conference.
• Identify questions to evaluate proposals.
• Identify proposal evaluation systems.
• Identify the stages of negotiation.
• Simulation Overview: In this simulation, you will meet with Anna Strzelecki, Project Manager at Icon International, Gopal Veena, Procurement Specialist, and Sandra McKenzie, Project Team Member. Icon is planning to develop a specialty foods distribution company, and this meeting has been called to work out the best way of organizing outside contractors. If you can prove to Anna and Gopal that you understand all the issues, you may be put in charge of this important and prestigious project.
Unit 4: Administrating and Closing Contracts 0.5 - 1 hour
• Identify the qualities of a good change request handling system.
• Identify project manager responsibilities during contract administration.
• Identify reasons a contract might be terminated.
• Identify the components of contract administration.
• Identify the structures used to address contract administration.
• Identify documents that should be filed as part of contract closeout.
• Identify the purpose of a procurement audit.
• Simulation Overview: In this simulation, you will meet with Jack Evans, Senior Project Manager at Icon International. You were a project manager on a recent project, but you ran into difficulties in the area of administrating and closing contracts. Jack is going to ask you a few questions to make sure it doesn't happen again.
